Access to the market. Each Contracting Party shall allow any transport operator established in the territory of the other Contracting Party to carry out any transport of goods or passengers: - between any point in its territory and any point outside that territory, and - in transit through its territory, subject to permits or authorizations, to be issued by the competent authorities of each Contracting Party.
