Access to Employment Opportunities. The Developer shall meet all applicable District of Columbia laws, regulations and policies related to the employment of all local District residents, where public monies are being used to finance the Project. The Developer shall make a conscious effort to promote employment of local Xxxx 8 District residents by the general contractor and all subcontractors within the Project through DOES, First Source Agreement and compiled list of skilled residents by the Developer.
