Waiver is appropriate because this effective date is consistent with the intent of the Parties, as set forth in section 1.1 of the Chesapeake WMPA. Furthermore, the requested waiver is limited in scope and will result in no harm to third parties. The Commission has allowed waivers of its prior notice requirements when the filing is uncontested and does not change rates,16 and for other filings involving WMPAs.17
