The protest shall be submitted in writing and received within three (3) business days from the posting of the recommendation of award for Invitation to Bids or the final recommendation of ranking for Request for Letters of Interest and Request for Proposals on the Purchasing Division's website.

All proposers responding to the Request for Letters of Interest (RLI), who meet the requirements, will be ranked in accordance with the criteria established in these documents.
The Department Director or designee may review the original RFP Letters of Interest, the public notice, the Request for Letters of Interest document, and the scoring instruments of the review committee, and any other document deemed appropriate.

If the Certification and Plan fail to demonstrate a commitment to meeting or exceeding the Goal stated in the Request for Letters of Interest, the respondent is required to complete and submit a Good Faith Efforts Demonstration (page 4 and page 5).
