Reduced utilization definition

Reduced utilization means a reduction, during any calendar year in phase I, in the heat input (expressed in MMBtu for the calendar year) at a phase I unit below the unit's baseline, where such reduction subjects the unit to the requirement to submit a reduced utilization plan under 40 CFR 72.43; or, in the case of an opt-in source, means a reduction in the average utilization, as specified in rule 3745-103-45 of the Administrative Code, of an opt-in source below the opt-in source's baseline.
