Operator of a credit card system means any person doing business in the United States that operates a system for clearing and settling transactions in which the operator’s credit card, whether acting as a credit or debit card, is used to purchase goods or serv- ices or to obtain a cash advance. To fall within this definition, the operator must also have authorized another per- son (whether located in the United States or not) to be an issuing or ac- quiring institution for the operator’s credit card.
