The Meeting of the Signatories will be the decision-making body of this Memorandum of Understanding.
This Memorandum of Understanding may be amended at any Meeting of the Signatories.
Any agency or body technically qualified in such matters may be represented at sessions of the Meeting of the Signatories by observers, unless at least one third of the Signatories present object.
At its first session, the Meeting of the Signatories should adopt its own rules of procedure governing, among other matters, the attendance and participation of observers, and make provision for transparency in the activities relating to the Memorandum of Understanding and timely access to the records and reports relating to the Memorandum of Understanding.
