First responder service provider definition

First responder service provider means any organiza- tion which provides prehospital emergency medical care, but not patient transportation.
First responder service provider means an emergency medical services provider that provides emergency medical care with staff certified as first responders to sick, disabled or injured individuals before hospitalization and the arrival of an ambulance, but that does not provide transportation for patients.
