Beneficial consumptive use definition

Beneficial consumptive use means any use of waters, recognized as a beneficial use under the law of the member state involved, resulting in a substantial amount of the water diverted being consumed or so used as not to return to the Columbia River System. Such uses include those for domestic, livestock and municipal purposes, irrigation of land and such industrial and other beneficial uses as involve consumptive use of the water diverted.
Beneficial consumptive use means consumptive use measured by diversions less return flows, for a beneficial (nonwasteful) purpose.
