Technology Development Partnership. Both ARB and Manufacturer agree to make good faith efforts to promote and develop a market for ZEVs, and to ensure ongoing XXX-related research and development. Further ARB and Manufacturer agree to discuss and identify barriers to successful launch of a sustainable market for ZEVs in California and to identify ways to overcome these barriers.
