Selection of Candidates. a) Except where appointments are made pursuant to an employment equity policy approved under Section 42 of the Human Rights Code or under the placement provisions stipulated in Article 26, selection of candidates for bargaining unit positions shall be on the basis of qualifications and on the principle that the candidate whose qualifications best meet the requirements of the position shall be selected for appointment.
