Responsibilities of Authorities at Romanian Border Crossings. The presence and influence of customs authorities on the border process at the land border, particularly with regards to overall process time, has been under much discussion. Key question has concerned whether the customs control process could somehow be integrated with the ABC process. At the Moravita border crossing point, the border and customs authorities work in close cooperation, and at the time of actual immigration control, their processes are somewhat intertwined and often happen as parallel processes. Customs officials are obliged to conduct physical inspections on goods transported across borders. In other words, every vehicle is inspected to some degree. Simplifying or removing customs controls for the benefit of the project is not a matter of willingness of the customs authority but simply a legal issue. However, as discussed with the RBP, this will not be a problem for the demonstration as the final decision whether a person can enter/exit the country is made by the border guard. Thus, it is possible to organise the FastPass concept in such a way that while the ABC process is on-going, the customs authorities will inspect the vehicle e.g. for hidden goods. Once the customs clearance is completed, the border guard could manually authorise the vehicle as good to go (e.g. by clicking a go-sign on the ABC border guard user interface).

  • AGREEMENT OFFICIALS AND DELEGATIONS OF AUTHORITY ‌ The following are authorized to subscribe to and file this Agreement and any accompanying materials and any subsequent modifications to this Agreement with the Federal Maritime Commission:

  • Scope of Authority Committee meetings will be used for communications between the parties, to share information and to address concerns. The committee will have no authority to conduct any negotiations or modify any provision of this Agreement. The committee’s activities and discussions will not be subject to the grievance procedure in Article 30.
