Recognizing and framing problems. The problem stream begins with recognizing and then framing problems. Xxxxxxx (2014) distinguishes between conditions and problems and argues that conditions only become problems when it is determined that they must be addressed. Bringing problems to attention of a broader set of actors is challenging and only a fraction of problems ultimately spark the interest of policy makers (Xxxxxxx and Xxxxx, 2016). The way in which problems are framed ultimately guides the way in which they are addressed and indeed which issues are addressed (Xxxxxx, 2005; Xxxxxxx, 2014; Xxxxxxx and Xxxxxxxx, 2016). Agenda setting is the process through which problems and potential solutions either capture the attention of a broader set of stakeholders and thus gain traction, or fail to do so (Xxxxxxxx, 2007). The quest to set the policy agenda can be very competitive as policy makers typically do not have the capacity to respond to all the proposed ideas that come their way (Xxxxxxxx, 2007; Xxxxxx and Saerbeck, 2017). Problems and proposed solutions therefore need to be framed in a way that decision makers can relate to (Xxxxxxx and Xxxxxxx, 1996; Xxxxxxx and Xxxxxx, 2009; Xxxxxx and Saerbeck, 2017) which requires developing narratives that can alter the collective understanding of an issue (Xxxxxx, 2005). In order to ensure that their proposals reach the policy agenda, policy entrepreneurs need to associate their ideas with issues that are already a significant concern for policy communities (Xxxxxx, 2005). Effective policy entrepreneurs use ideas with a high level of valence, that is, ideas that appeal to the emotions of decision makers (Cox and Xxxxxx, 2013). When ideas have valence, they evoke an emotional response that favours some policy options over others (Cox and Xxxxxx, 2013). Focusing events, such as crises or disasters, can also provide the impetus for problems to be recognized more broadly (Xxxx and Xxxxx, 1983 in Xxxxxxxx, 1998). In fact, Xxxxxxxx and Xxxxxxx- Xxxxx (1993) argue that without external focusing events, policy change is almost impossible. Xxxxxxxx (1998:54) drawing on Kingdon (1995) and Xxxxxxxx (1997) describes focusing events as: an event that is sudden; relatively uncommon; can be reasonably defined as harmful or revealing the possibility of potentially greater future xxxxx; has xxxxx that are concentrated in a particular geographical area or community of interest; and that is known to policy makers and the public simultaneously. Major Diagnostic Imaging and Tests Major diagnostic imaging and tests include but are not limited to: • magnetic resonance imaging (MRI), • magnetic resonance angiography (MRA), • computerized axial tomography (CAT or CT scans), • nuclear scans, • positron emission tomography (PET scan), and • cardiac imaging. Preauthorization may be required for major diagnostic imaging and tests. This plan covers MRI examinations when the quality assurance standards of R.I. General Law §27-20-41 are met. MRI examinations conducted outside of the State of Rhode Island must be performed in accordance with the applicable laws of the state in which the examination has been conducted. Diagnostic Imaging and X-rays (other than the imaging services noted above) Diagnostic imaging and x-rays include but are not limited to: • general imaging (such as x-rays and ultrasounds), and • mammograms.

  • Cutting, Patching, and Fitting The Contractor shall do all cutting, patching, and fitting of the Work that may be required to make its several parts come together properly and fit.

  • Consideration of Criminal History in Hiring and Employment Decisions 10.14.1 Contractor agrees to comply fully with and be bound by all of the provisions of Chapter 12T, “City Contractor/Subcontractor Consideration of Criminal History in Hiring and Employment Decisions,” of the San Francisco Administrative Code (“Chapter 12T”), including the remedies provided, and implementing regulations, as may be amended from time to time. AIN Selective Carrier Routing will provide <<customer_name>> with the capability of routing operator calls, 0+ and 0- and 0+ NPA (LNPA) 555-1212 directory assistance, 1+411 directory assistance and 611 repair center calls to pre-selected destinations.

  • Local Control Center, Metering and Telemetry The NTO shall operate, pursuant to ISO Tariffs, ISO Procedures, Reliability Rules and all other applicable reliability rules, standards and criteria on a twenty-four (24) hour basis, a suitable local control center(s) with all equipment and facilities reasonably required for the ISO to exercise ISO Operational Control over NTO Transmission Facilities Under ISO Operational Control, and for the NTO to fulfill its responsibilities under this Agreement. Operation of the NYS Power System is a cooperative effort coordinated by the ISO control center in conjunction with local control centers and will require the exchange of all reasonably necessary information. The NTO shall provide the ISO with Supervisory Control and Data Acquisition (“SCADA”) information on facilities listed in Appendices A-1 and A-2 herein as well as on generation and merchant transmission resources interconnected to the NTO’s transmission facilities pursuant to the ISO OATT. The NTO shall provide metering data for its transmission facilities to the ISO, unless other parties are authorized by the appropriate regulatory authority to provide metering data. The NTO shall collect and submit to the ISO billing quality metering data and any other information for its transmission facilities required by the ISO for billing purposes. The NTO shall provide to the ISO the telemetry and other operating data from generation and merchant transmission resources interconnected to its transmission facilities that the ISO requires for the operation of the NYS Power System. The NTO will establish and maintain a strict code of conduct to prevent such information from reaching any unauthorized person or entity.

  • Appropriate Technical and Organizational Measures SAP has implemented and will apply the technical and organizational measures set forth in Appendix 2. Customer has reviewed such measures and agrees that as to the Cloud Service selected by Customer in the Order Form the measures are appropriate taking into account the state of the art, the costs of implementation, nature, scope, context and purposes of the processing of Personal Data.
