Promotions or transfers within the bargaining unit, either temporary or permanent, shall be made primarily on the basis of bargaining unit seniority and qualifications, but disciplinary records may be considered. Job vacancies will be posted for a period of seven (7) calendar days setting forth the minimum requirements for the position in a conspicuous place where the punch clocks are located.
