Holding of Vacancies. Vacancies will be held for a period of time during layoffs to maximize opportunities for current employees. For example, for layoffs occurring as part of budget tie-out, where positions are eliminated effective June 30th, this would mean: April 1: hold vacancies open through May 30 May 5: notify the union May 15: notify employees June 30: effective date of layoff
