HIRING, PROMOTION, LAY-OFF AND RECALL. SECTION 1. Job Vacancies - The Association shall fill job vacancies from within the bargaining unit before hiring new employees, providing employees are available with the necessary qualifications to fill the vacant positions. Each vacancy shall be posted on the bulletin boards on the Association’s premises for at least three (3) working days, with a copy to the Union Representative(s) outlying job title, group classification and salary range. When vacancies are not filled from within the bargaining unit, the Association shall interview and consider applicants for the Union’s unemployed roster.
