Health Promotion and Disease Prevention Services. 1. The HMO must identify at-risk populations for preventive services and develop strategies for reaching BadgerCare Plus and/or Medicaid SSI members included in this population. Public health resources can be used to enhance the HMO’s health promotion and preventive care programs.
