First to be Laid Off. In the event of a reduction in the number of positions in a job title in the competitive class within the bargaining unit, layoff will be in accordance with the rules and regulations of the local Civil Service. In the event of a reduction in the number of positions in a job title in the non- competitive or labor class within the bargaining unit, the employee within that job title with the least service seniority will be the first to be laid off.
