CONSULTATION, NOTICE AND LAYOFF POLICY. Section A: Consultation and Notice The parties agree to consult and negotiate in good faith on appropriate subjects with the intention of reaching agreement, reducing such agreement to writing and making such writing enforceable as a contract. To this end they agree to meet, personally or through representatives authorized to take effective action, at reasonable intervals and at reasonable times and places, at the request of either party. Any party proposing a matter for negotiation shall give written notice to the other party, describing in detail the subject desired to be discussed, at least ten (10) days before the matter, except in case of emergency or on waiver of notice by the other party.
