Conditions Precedent to Possession. Notwithstanding anything to the contrary in this Lease, the City shall not be obligated to deliver possession of the Leased Property and SAMP's rights as tenant hereunder shall not become effective until each of the events described in this Subsection 2.1(b) shall have occurred, at which time the City shall deliver possession of the Leased Property to SAMP (evidenced by delivery of a Certificate of Possession), SAMP shall take possession thereof and the lease provisions of this Lease shall become effective. Until that time, this Lease shall be construed to be in the nature of a development agreement, and not a lease. The conditions precedent to delivery of possession (collectively, the "Possession Conditions") are as follows:
