Administrative Leave Bank. The Employer shall make every reasonable effort to allow employees in this unit designated in accordance with the provisions below to be permitted time off without loss of pay during scheduled working hours to attend Union conventions, Union coordinating committees, Union education functions, Union schools, and/or conferences, or other authorized Union functions subject to the following conditions:
