Power Purchase or Tolling Agreements (PPAs) filed as documentation of proof of fuel costs will not be accepted unless it meets the criteria in paragraph (4)(b) of Protocol Section 9.14.7, Disputes for RUC Make-Whole Payment for Exceptional Fuel Costs.
