State and local governments definition

State and local governments means the gov- ernment of any state of the United States, the District of Columbia. any commonwealth. terri- tory, or possession of the United States, and any country, municipality, city, town. township, lo- cal public authority, school district, special dis- trict, intrastate district, regional or interstate gov- ernmental entity, council of governments, and any agency or instrumentality of a local government, and any federally recognized Indian Tribe.
