SRL Railway spur line means a standard gauge heavy haul railway spur line of any length from a mine, or in the vicinity of a mine, in the Pilbara region of the said State connecting to the SRL Railway (and whether to the initial railway line the subject of approved proposals under clauses 11 and 12 or to an expansion or extension thereof which is the subject of additional proposals approved in accordance with clause 13) for the transport of iron ore products upon the Railway to the Port;
