Species in need of conservation means those fish and wildlife whose continued existence as a part of the State's resources are in question and which may be designated by regulation by the Secretary of the Department of Natural Resources as in need of conservation pursuant to the requirements of Natural Resources Articles, 10-2A-903 and 4-2A-03, Annotated Code of Maryland.
