Where a discharger, subject to a National Categorical Pretreatment Standard has not previously submitted an application for a wastewater discharge permit as required by this chapter, then the discharger shall apply for a wastewater discharge permit within 180 days after the effective date of the applicable National Categorical Pretreatment Standard by the United States Environmental Protection Agency.
A discharger with an existing wastewater discharge permit shall submit to the City within 180 days after the effective date of an applicable National Categorical Pretreatment Standard a certification as described in TMC 12.08.140.E.6, and a compliance schedule/engineering report as described in TMC 12.08.140.E.7.
Where a user is subject to a National Categorical Pretreatment Standard and a local limit for a given pollutant, the more stringent limit or applicable National Pretreatment Standard shall apply.
Within nine months of the effective date of a National Categorical Pretreatment Standard, the wastewater discharge permit of each discharger subject to such standards shall be revised to require compliance with such standards within three years of the effective date of the standard, unless federal or state regulations require a shorter implementation period.
In addition, any User with an existing Wastewater Discharge Permit shall submit to the City within 180 days of the promulgation of an applicable National Categorical Pretreatment Standard the information required by Sections 502.4(a)(7) and (8) of these Regulations.
