Heavy retail means retail and/or service activities that have regular outside service or outside storage areas, larger than average enclosed floor areas devoted to commercial use, or partially enclosed structures, that includes, but is not limited to permanent retail operations that are located outside of enclosed buildings. Examples include but are not limited to nurseries; home centers; lumber and other building materials; lawn, garden equipment, and related supply stores; warehouse clubs and super stores; recreational equipment rental where the equipment is stored outside; heavy truck or recreational vehicle leasing or sales; and manufactured home sales.
