The Cabinet clause defines the composition, powers, and responsibilities of the Cabinet within an organization or government. The Cabinet. (a) shall have the responsibility to evaluate and adopt all government policies and the consequential programmes; (b) shall, subject to approval by Parliament, allocate the financial resources for the implementation of such policies and programmes; (c) shall have the responsibility to prepare and present to Parliament, all such legislation and other instruments as may be necessary to implement the policies and programmes of the National Executive; (d) shall, except where the Constitution requires ratification by Parliament, or action by the President, approve all international agreements; (e) shall ensure that the state organs, including the Ministries and Departments, have sufficient financial and other resources and appropriate operational capacity to carry out their functions effectively; and (f) shall take decisions by consensus, and take collective responsibility for all Cabinet decisions, including those originally initiated individually by any member of Cabinet. (g) The President and the Prime Minister will agree on the allocation of Ministries between them for the purpose of day-to-day supervision.
The Cabinet. 1. The NTGL shall maintain the profile and structure of the Executive Branch of the present Government of Liberia. 2. In addition to the Commissions established by this Agreement, all existing public corporations and autonomous Agencies/Commissions shall operate under the present transitional arrangement, excluding the existing Commissions that have already been referred to under Articles XII and XIII of this Agreement. 3. The ministers, deputy and assistant ministers, heads of autonomous agencies, commissions, public corporations and state-owned enterprises, who should preferably be technocrats, shall be representatives of a broad cross-section of the Liberian society. 4. Allocation of ministerial positions, deputy and assistant ministerial positions, headship of autonomous agencies, commissions, public corporations and state-owned enterprises shall be made to the Parties to this Agreement through a process of negotiation. The allocations as agreed to by the Parties are contained in Annex 4 attached to the Agreement. Annex 4 is an integral part of this Agreement. 5a. The Parties shall forward to the Transitional Chairman within a period of seven (7) days, the name of one nominee for each position allocated to them.

The Cabinet a. The cabinet shall comprise of at most twenty two (22) Federal Departments headed by Secretaries; b. There shall be five (5) deputy Secretaries where appropriate; c. There shall be established Independent Commissions and Institutions; d. The government may establish new Commissions as needs may arise; e. The Secretaries, heads of Independent Commissions, Public Corporations and state- owned enterprises, shall reflect the diversity and national character of South Sudan; and f. Allocation of Departmental positions, heads of Independent Commissions, Public Corporations and state-owned enterprises shall be as per the agreed power sharing ratios. g. There shall be established the Office of Federal Litigations (Civil and Criminal) independent of the Department of Justice.
