SUBSTANCE ABUSE TREATMENT FACILITY. a Facility Provider licensed by the state and approved by The Joint Commission and which, for compensation from its patients, is primarily engaged in providing detoxification and/or rehabilitation treatment for alcohol abuse and/or drug abuse. This facility must also meet the minimum standards set by the Pennsylvania Department of Health, the Pennsylvania Office of Drug and Alcohol Programs, or another appropriate governmental agency.
