Common use of SERVICES TO BE PROVIDED BY THE ENGINEER Clause in Contracts

SERVICES TO BE PROVIDED BY THE ENGINEER. The work to be performed by the Engineer consists primarily of providing engineering services for the preparation of drainage design and analysis and drainage studies or reports. The drainage studies are required to determine the impacts to abutting properties, identify negative impacts to private property and Federal Emergency Management Agency (FEMA) compliance for the 100-year floodplain due to proposed highway improvements, and provide recommendations for mitigation. The drainage report, signed and sealed by a professional engineer, must include applicable hydrologic and hydraulic models such as HY-8, GEOPAK Drainage, HEC-RAS, HEC- HMS, XP-SWMM, and other applicable modeling tools. Modeling must evaluate existing versus proposed conditions. The drainage report also includes but is not limited to the following: drainage area maps, drainage outfall descriptions, tailwater selection and descriptions, storm water detention facilities, recommendations for mitigation of impacts, scour analysis, pump station analysis and design including structural, mechanical, and electrical. The hydraulic details include design drainage area maps, storm drain plan and profile sheets, hydraulic data sheets for storm drains, bridge layouts and their respective hydrologic data plan sheets, hydraulic data plan sheets and scour data plan sheets, detention pond design sheets, channel improvement design sheets, and pump stations for inclusion in the plans, specifications, and estimates (PS&E) package. The work to be performed also includes training services related to hydraulic analysis, geographic information systems (GIS) mapping, preparation of FEMA submittals, pump station design, and hydrologic and hydraulic modeling.

In addition, the work consists of providing engineering services for shop drawing review and engineering assistance to the State related to the construction phase of projects. The Engineer shall coordinate through the State with any local entity having jurisdiction or interest in the project (e.g. city, county, drainage district, municipal utility district, etc.). The Engineer may be required to meet with the State’s Project Manager to report on progress. The Engineer shall implement their quality assurance/quality control program prior to submitting documents to the State.
