SERVICES TO BE PROVIDED BY THE ENGINEER. The Engineer shall provide engineering services required for the preparation of plans, specifications and estimates (PS&E) and related documents, for various projects in both rural and urban settings. These services may include, but are not limited to, preparing roadway and bridge design, hydrologic and hydraulic design, traffic signal design, survey, and geotechnical data collection, and if requested, provide design support and testify as the Engineer of Record at Right of Way hearings, and construction phase services necessary to support the design process.

SERVICES TO BE PROVIDED BY THE ENGINEER. The Engineer shall perform and supervise all sampling, testing, inspection work, and related services for Asphaltic and Concrete construction for the State on the highway projects identified in the Work Authorizations executed under this contract. The Engineer shall be responsible for all individual and component materials for sampling, testing, plant inspections, cleanup of State equipment, maintenance of State equipment, and issuing reports in a timely and thorough manner.
SERVICES TO BE PROVIDED BY THE ENGINEER. The Engineer shall perform geotechnical engineering services that include specified Geological and Geotechnical Field Operation, Testing Program and Engineering Analysis for bridge, tunnel, retaining wall, slope and embankment, and related foundation investigations, as describe below: FUNCTION CODE 102 (110) – FEASIBILITY STUDIES (If use during the schematic or design stage) or FUNCTION CODE 300 (330) – GENERAL FUNCTION (If use during the construction stage)
SERVICES TO BE PROVIDED BY THE ENGINEER. The work to be performed by the Engineer shall consist of providing preliminary engineering services for development of a design schematic, environmental documents and studies in support of the schematic work, public involvement, value engineering study, permit procurement, data collection analysis, mitigation and remediation, monitoring, drainage, conceptual traffic control, traffic projections, traffic engineering and operations including traffic simulations and 3-D modeling, surveying and mapping, and subsurface utility engineering (XXX), for various highway projects located within the State of Texas. The Engineer shall complete the services to be provided by the Engineer according to the milestone work schedule established in the work authorization. The Engineer shall submit a written progress report to the State monthly indicating the actual work accomplished during the month, scheduled work to be accomplished for the month, and the estimated work to be accomplished for the coming month. The progress report will use a bar chart diagram to indicate the percentage complete of each task shown on the previous report and the percentage complete of each tasks. The Engineer is required to meet with the designated State project manager or environmental coordinator on a monthly basis for progress tracking purposes unless prior agreement is made with State not to hold a meeting in any given month. The Engineer shall submit minutes of the meeting summarizing the events of the meeting within seven calendar days after each meeting. The Engineer shall prepare a project work schedule. The work schedule must incorporate an allocation of time for stage reviews of the design schematic and the environmental documents by State personnel. The Engineer shall present the work schedule to the State for review and acceptance, and provide assistance in interpreting the proposed work schedule.
SERVICES TO BE PROVIDED BY THE ENGINEER. The work to be performed by the Engineer under the contract consists primarily of providing engineering services for the preparation of drainage design and analysis and drainage studies or reports. The drainage studies are required to determine the impacts to abutting properties, identify negative impacts to private property and Federal Emergency Management Agency (FEMA) compliance for the 100-year floodplain due to proposed highway improvements, and provide recommendations for mitigation. The drainage report, signed and sealed by a professional engineer, must include applicable hydrologic and hydraulic models such as HY-8, GEOPAK Drainage, HEC-RAS, HEC- HMS, XP-SWMM, and other applicable modeling tools. Modeling must evaluate existing versus proposed conditions. The drainage report also includes but is not limited to the following: drainage area maps, drainage outfall descriptions, tailwater selection and descriptions, storm water detention facilities, recommendations for mitigation of impacts, scour analysis, pump station analysis and design including structural, mechanical, and electrical. The hydraulic details include design drainage area maps, storm drain plan and profile sheets, hydraulic data sheets for storm drains, bridge layouts and their respective hydrologic data plan sheets, hydraulic data plan sheets and scour data plan sheets, detention pond design sheets, channel improvement design sheets, and pump stations for inclusion in the plans, specifications, and estimates (PS&E) package. The work to be performed also includes training services related to hydraulic analysis, geographic information systems (GIS) mapping, preparation of FEMA submittals, pump station design, and hydrologic and hydraulic modeling.
SERVICES TO BE PROVIDED BY THE ENGINEER. The Engineer shall provide engineering services required for performing traffic engineering studies and design including: signal warrant analyses, speed zone studies, origin and destination studies, parking supply and demand studies, travel time delay studies, capacity analysis studies, surveying, minor roadway design, minor drainage design, traffic signal design, illumination design and signing and striping design; access management and traffic mobility studies to identify short, medium, and long-range transportation improvements to improve safety, traffic flow and reduce motorist delay; Intelligent Transportation System (ITS) analysis and project design. The engineering services to be performed also include travel time studies, traffic signal timing studies and traffic operations evaluations. These services shall include traffic volume and turning movement count data collection necessary to support the design process.
SERVICES TO BE PROVIDED BY THE ENGINEER. The Engineer will conform to the latest editions of the TxDOT Project Development Process Manual, the Roadway Design Manual, the PS&E Preparation Manual, and other applicable codes, ordinances, criteria, standards, regulations, policies, guidelines, practices and procedures. The Engineer will work at the direction and supervision of the CRRMA Executive Director and its consultants, providing reports and findings, as required. The Engineer will work cooperatively and collaboratively with other governmental agencies and design consultant firms who are responsible for adjacent projects or jurisdictional improvements. Scheduling of activities below will conform to established CRRMA, County of El Paso and/or other municipal review and comment periods for each deliverable of the project. SERVICES TO BE PROVIDED BY THE ENGINEER. The scope of services shall include the preparation of a contract time determination schedule and comparison of the Contractor’s progress schedule, monthly schedule reviews and analysis, review time impact analysis, investigate and analyze Contractor progress schedules between adjacent construction contracts, if any, monitor and document construction progress in a manner approved by the State’s Area Engineer and District Construction Office Personnel, identify, track, and assist in the resolution of construction scheduling issues or conflicts. The Engineer shall perform the contract time determination during the development of Plans, Specifications, and Estimates (PS&E) or during construction, or both, as requested by the State. The Engineer shall review contract documentation to assist with delay claims and inefficiencies. The Engineer shall monitor, review and report to the State, construction contract schedule compliance with the construction contract scheduling specifications. The Engineer shall review and provide written summary progress reports stating acceptability or unacceptability of the schedules within the time frame as determined by the special provision, or the State’s Area Engineer. The Engineer shall attend meetings with the Contractor and the State’s Area Engineer staff. The Engineer shall visit the project site monthly to verify construction progress. The Engineer or designated person must be familiar with all Critical Path Method (CPM) Specifications and Primavera scheduling software. Additionally, the State may request the Engineer provide training opportunities in the area of claims analysis and construction scheduling. FUNCTION CODE 160(163) or 300(320) – GENERAL FUNCTION
SERVICES TO BE PROVIDED BY THE ENGINEER. The work to be performed by the Engineer shall consist of providing engineering services required for the schematic refinement and environmental re-evaluation of the existing schematic and the preparation of plans, specifications and estimates (PS&E) and related documents. Function Code 145: Project Management The Engineer, in association with the Project Manager shall be responsible for directing and coordinating all activities associated with the project to comply with policies and procedures, and to deliver that work on time.
