Project Development Manual Purpose. At its core, the purpose of the Project Development Manual (PDM) is to describe the most common Colorado Department of Transportation (CDOT) processes predominantly within the preconstruction phase of the project lifecycle. While PDM guidance will bleed into the construction phase in the interest of content completeness and for reader convenience, the CDOT Construction Manual is the general authority for CDOT processes after preconstruction. Likewise, while the PDM content can overlap with technical guidance documents, other manuals are the authoritative sources of the technical information required to successfully complete preconstruction activities. For example, the CDOT Roadway Design Guide, Bridge Design Manual and Drainage Design Manual are the go-to resources for each of these respective disciplines.
