No Rights in Others. No person or other entity has any right or option to acquire, lease or occupy all or any portion of the Property, except as disclosed in this Agreement.

No Rights in Others. Except as provided in Section 12.2 and Section 13.2, this Agreement is intended only to improve the internal management of the United States Government, and is not intended to create any right or benefit, substantive or procedural, enforceable by a party against the United States, its agencies or instrumentalities (including DOE and USEC), officers or employees of the United States Government, or any other person.

The one-time registration right set forth in Section 1 is solely for the benefit of JOL and members of the Permal Group as JOL may designate, shall not be a registration on request under Section 2.1(a) of the Registration Rights Agreement or a registration subject to Section 2.2 of the Registration Rights Agreement and, except for JOL and members of the Permal Group as JOL may designate, no Investors (as defined in the Registration Rights Agreement) shall have any right to have Shares owned by them participate in such registration.
