In addition, the Localities agree that: (a) To the extent that the required debt service of the cost of making the interconnection of the two water systems causes the revenue requirements of the System to increase more than 20% in one calendar year following the incurring of the additional debt or if there is a projected increase in projected rates of more than 35% in three years, the Localities agree to subsidize the debt service payments of the Authority, related to the interconnectivity water line, to that extent. If more than one interconnection is proposed, the rate impact and subsidy will be based only on the least expensive of the two interconnections. (b) The Localities hereby commit to subsidize the debt service for the one initial interconnection as long as the Authority is in need of the subsidy, considering principles of the Reversion Agreement such as keeping water rates reasonable commensurate to adjoining jurisdictions and the requirement that the water rates of the Localities be equalized within ten years of the Closing. (c) The Authority and the Localities shall analyze the revenues and expenses five (5) years after the commencement of the subsidy and shall come to a mutual decision of the need of a subsidy for the subsequent five (5) years and every five (5) years thereafter until the indebtedness is paid in full.
