Formal - Level Five. 1. In the event the Association is not satisfied with the result at Level Four, it may, within five days of completion of the Level Four proceedings, submit the grievance to arbitration through the California State Conciliation Service. If the grievant is satisfied with the result at Level Four, or any prior level, the Exclusive Representative is barred from instituting the arbitration procedure.
