So far as practica- ble, without reducing efficiency of work performance, opportuni- ties to work overtime shall be distributed among employees in the same job classification, provided the employees are qualified to perform the specific overtime work required, starting with the most senior employee qualified to do the work in the job classification, and continue down the seniority list in whichever of the following groups is applicable:
