County as Sovereign. It is expressly understood that notwithstanding any provision of this Amendment and the County’s status thereunder, that the County retains all of its sovereign prerogatives and rights as a county under Florida laws and shall in no way be estopped from withholding or refusing to issue any approvals of applications for building, zoning, planning, or development under present or future laws and regulations of whatever nature applicable to the operations of the Operator or be liable for the same. Without limiting the obligations of the County pursuant to this Amendment, the County shall not, by virtue of this Amendment, be obligated to grant the Operator any approvals of applications for building, zoning, planning, or development under present or future laws and ordinances of whatever nature applicable to the operations of the Operator.
