The Circuit Court also found that the resulting agreement was ambiguous and not clearly explained to the governing body. IMLA recommends that the governing body be counselled to seek legal counsel to conduct an independent review of an Agreement to hire its attorney just as it should in negotiating and adopting contracts with its other officials or professional entities.
