ARRANGEMENT OF CABLES. Slack shall be allowed for each cable in all boxes to provide for neat racking, splicing and future connections. All cables in junction boxes and manholes shall be placed on cable racks while waiting to be permanently spliced. After cables have been installed and pending permanent splicing, the end of each section of the cable in junction boxes, panel boxes and manholes shall be carefully sealed with rubber tape and painted with a waterproof sealant compound. The ends of cables in boxes which are below grade and which are to remain as spares shall be sealed by one of the methods for insulation of splices as stated in Section 4.38.9.
