Infrastructure Secretariat means a jopint office of Federal and Provincial employee’s; AThird Party Agreement@ means a Agreement between the Recipient and a Third Party whereby the latter agrees to contribute a product or service to the Project in return for financial consideration which may be claimed as an Eligible Cost; AThird Party@ means any person, other than a Party to this Agreement, who participates in the implementation of the Project.
