If such resolution is not possible, then the unresolved dispute or difference shall be referred to arbitration of the sole arbitrator to be appointed by the Development Commissioner (Handlooms), Ministry of Textiles, New Delhi.

Further, the MSEs registered with District Industries Centre's or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation (NSIC) or Directorate of Handicrafts and Handlooms or any other body specified by the Ministry of MSME are also exempted from payment of Tender Fee.
