Communities within zip codes with a poverty rate of twenty percent (20%) or higher, as set forth in Erie County Executive Order Number 18 dated September 27, 2017 (Erie County Construction Project Bid Documents Shall Include Local and Disadvantaged Worker Requirements), as may be revised and updated during the Term.
