THE FOREST SERVICE SHALL. 1. In cooperation with the Cooperator, develop an Annual Operating Plan (AOP) once the annual Xxxxxxx-Xxxx (G-T) Offset Agreement is completed which identifies projects to be completed by the Forest Service. The AOP will also provide a budget of expenses to be paid for by the Cooperator. The Forest Service will xxxx the Cooperator prior to commencement of work for deposits sufficient to cover the estimated costs.
