TEMPORARY BASE. 14.2.1 A temporary base may not be operated for more than six (6) consecutive months. A letter of understanding must be agreed upon before a new base may be opened. 14.2.2 The assignment of FCMs to a temporary base shall not exceed twenty percent (20%) of the total of such personnel, and shall be on a voluntary basis by order of seniority. If there are too few volunteers, assignments shall be filled by pairings by respecting the FCM’s base, or by assigning seasonal FCMs.
