Step 3 - Arbitration. 3 If no settlement has been reached within ten (10) workdays referred to in Step 2, and the local 4 Association believes the grievance to be valid, it may, by written notice to the Superintendent 5 within fifteen (15) workdays after receipt of the Superintendent’s decision, submit the 6 grievance to binding arbitration. If any question arises to the arbitrability, the arbitrator selected 7 to hear the dispute will first rule upon such question.
