Special Committees. From time to time, the District and the Union may establish ad hoc joint management -- bargaining unit committees to discuss matters of mutual concern. Such committees shall in no way be construed as bargaining committees nor shall they be empowered to modify, in any way, the terms and conditions of this Agreement.
