Appointments may be made at any step in the compensation schedule at the sole discretion of the Court, except as otherwise provided herein. Promotional Appointment in a Higher Class β An employee or officer who has completed the first year of service with the Court, and who is there-after appointed to a position in a higher classification deemed to be promotional in the sole discretion of the Court Executive Officer shall have his/her salary adjusted to that step in the promotional class as follows:
