Roadway Impacts. For the purposes of this article I, section 1, “impact” shall be a potentially significant impact requiring mitigation as defined by the California Environmental Quality Act. Thresholds of significance shall be based on industry-standard CEQA thresholds for level of service, vehicle miles traveled, or other threshold or methodology agreed upon by the City and County. The terms “approve” and “approval” in this section shall mean administrative approval. City and County shall not unreasonably withhold approval or agreement to mitigations that are identified as adequate by the agreed-upon consultant.
