PRELIMINARY TREATMENT OR CONTROL. Whenever deemed necessary by the City or District’s Engineer to meet the requirements of subparagraph (D), a user shall, at his own expense, provide such preliminary treatment or take such other measures as shall be required to change the characteristics, contents, or rate of discharge of waters or wastes to be deposited in the public sewers of the City or District. Facilities for preliminary treatment required hereunder shall be subject to the approval of the City and District’s Engineer and shall be maintained and operated in a satisfactory and effective manner at the sole expense of the user. The City and the District shall require minimum preliminary treatment facilities to be provided by the user as follows:
