Peer Assistance and Review Panel. 13.1.5.1 The Program shall be governed by the Panel composed of three (3) District members and four (4) Federation members. Decisions shall be made by consensus when possible. Should a vote be required, action must be taken on an affirmative vote of at least four (4) members.
